Background

Glean Asia is seeking a qualified consultant for an anticipated short-term assignment focused on enhancing digital service delivery at the subnational level in Cambodia. This opportunity will involve conducting two complementary studies to assess interoperability potential between key public administration systems and determine the feasibility of expanding an existing digital service delivery tool.

Scope of Work

The consultant will lead two strategic technical studies:

Study 1 – Interoperability Opportunities for a Subnational Management Information System (MIS)

• Conduct assessments with key public institutions to map current digital systems, identify overlaps, and evaluate integration readiness.
• Analyze short-, medium-, and long-term options for interoperability.
• Develop a roadmap with prioritized services, sequencing, and technical use cases.

Study 2 – Commune/Sangkat-Level Tool Integration Feasibility

• Review and assess a digital service tool currently piloted at the commune/sangkat level.
• Compare its technical architecture with the existing MIS.
• Evaluate potential for integration, scalability, and governance structures.
• Develop recommendations and integration scenarios.

Deliverables

• Inception Report including methodology and stakeholder engagement strategy
• Study 1 Report: Interoperability analysis and roadmap
• Study 2 Report: Feasibility and technical integration assessment
• Facilitation of a Validation Workshop with relevant stakeholders
• Final Presentation and submission of all deliverables in editable and designed formats (MS Word and PowerPoint)

Qualifications

Required:

• Master’s degree in Information Systems, Public Administration, Digital Governance, Computer Science, or a related field
• Minimum 5 years of experience in public sector digital transformation and systems integration
• Strong technical background in architecture, API development, and interoperability frameworks
• Demonstrated experience in conducting feasibility studies and roadmap development
• In-depth understanding of Cambodia’s digital governance and subnational administrative context
• Fluency in English and Khmer

• Duration: July 15 – December 31, 2025
• Estimated 55 working days
• Includes one trip to Kampong Cham (3 days) for field assessment
• Payments structured by milestone deliverables
